Time frame allowed for lane closure setup (e.g., 9:00am to 3:30pm)
Hawaii DOT allows contractors to install advance warning signs prior to the contracted/allowed lane closure hours, providing that this activity does not impact “normal” traffic flow. No coning or closing of any travel lanes are allowed beyond the contracted/allowed lane closure hours. If the contract specifies that the lane closure begin at 9am, the contractor can begin installing all traffic control devices, such as advance warning signs, before 9am but is not allowed to close the lane(s) until 9:00 AM.
Regarding the opening of lane closures, HDOT requires contractors to complete removing all traffic control devices within the travel lanes and to allow traffic free flow before the end of the lane closure hours. If the contract specifies that the lane closure ends at 3pm, the contractor must remove all traffic control devices within the travel lane prior to 3pm. Other traffic control devices such as advance warning signs may be removed after the 3pm “deadline” as the contractor continues to pick up devices on the shoulder.
