Design and oversight of work zone operations

For construction or maintenance work on TxDOT ROW, design is typically accomplished by design sections located in each district or by consulting engineers contracted to those design sections. Work that may impact traffic less, such as surveying or driveway construction, has to be done with the permission of the district involved and might be done with standard or typical applications from the TMUTCD at the discretion of the district. Oversight is usually handled by construction, maintenance, or utility inspectors. Individual cities or counties may have other varying policies for their facilities.
Administration offices within districts set policy in coordination with the state Construction Division, Maintenance Division, Design Division and Traffic Operations Division.
Work zones may differ, but the common denominator is that anyone working on ROW must work through the local district office and have an appropriate plan approved prior to starting work.
