Individual responsible for the design of traffic control plans; Involvement of consultants and associated problems

Generally the project designer designs traffic control plans. There have been problems with the involvement of consultants. Some problems are lack of good knowledge of MUTCD Part 6 and WisDOT practices, and inexperience of the traffic control designer. As a result, WisDOT may spend considerable time on review of some projects.
