Arkansas Gov. Signs New Ethics Restrictions, Cell Phone Restrictions for Drivers into Law

Arkansas Governor Mike Beebe has signed into law a ban on drivers using handheld cell phones in school or work zones. The new law will take effect on October 1. A violation would be a secondary offense.
