Report on the Use of Police Details for Traffic Control on Federally-aided Highway Construction Projects in the State of Massachusetts

In response to a memo sent by the United States Department of Transportation’s Office of Inspector General, “FHWA established a team to review the use of police details on federal-aid highway projects in Massachusetts and to conduct interviews with those agencies and individuals involved with selecting and managing those police details. The principle purpose of this team was to develop guidelines on when and where to use uniformed police officers or civilian flaggers on federal-aid highway construction projects in Massachusetts.” The observations of the field team are provided in the report. Conclusions and recommendations are also included.
