Allowing work zone staging changes (making the changes of the work zone traffic control setup) at night on high-volume, urban freeways

Nearly all work on high-speed, high-volume urban freeways in Maryland is performed at night due to lower traffic volumes and a greater window of opportunity to close lanes and complete work without excessive backups and delays. To compensate for higher speeds, nearly all night work zones make use of the state police.
