Allowing work zone staging changes (making the changes of the work zone traffic control setup) at night on high-volume, urban freeways
New York DOT not only allows staging changes to be made at night, but in some of the state’s urban areas requires it. NYDOT may require additional lighting units to make sure that all areas with workers and tapers are lighted during the transition from one stage to the other. Use of VMS to warn drivers of the change is recommended. So far projects have had good success doing work at night on high-volume urban expressways. Many times a daytime single-lane closure becomes a double-lane closure at night, so contractors are accustomed to changing MPT set-ups at night.
