Allowing work zone staging changes (making the changes of the work zone traffic control setup) at night on high-volume, urban freeways
Indiana DOT makes many of its lane switches at night on high-volume highways. There are benefits and drawbacks to doing it this way, but in general INDOT has had good responses and experiences making the changes during the nighttime hours. Contractors usually like to do the work at night when traffic volumes are lower, but they have to pay higher wages in most cases to work at night. In general the traveling public would rather be delayed at night sitting in shorter backups than be delayed in long backups during daylight hours.
