Allowing work zone staging changes (making the changes of the work zone traffic control setup) at night on high-volume, urban freeways

TxDOT prefers that on high-volume urban freeways the contractors make TCP changes either at night or on weekends, when the traffic volume is lighter. Typically during staging changes and phase changes, the contractor will have to close additionally lanes of traffic or even provide a detour for traffic during the change. TxDOT feels that the less traffic that is impacted during this time, the better off everyone is.
