Design and oversight of work zone operations

Caltrans Traffic Operations department sets standards for temporary traffic control through a work zone. Design is responsible for designing traffic handling plans for stage construction details. Local Assistance Engineers are responsible for overseeing design done on state highways by local agencies. Construction is responsible for oversight of work zones for both state projects and local assistance projects. Maintenance is responsible for implementation of maintenance work zones. Permits division is responsible for oversight of permit-required work zones.
Generally, Traffic Operations sets policies and standards for everything covered by the MUTCD. They do so with input from Construction and Maintenance.
In general, the policies are the same for all parties as all work zones on public streets and highways must conform to the policies stated in Part 6 the MUTCD and MUTCD CA Supplement.
