Design and oversight of work zone operations

District project development (i.e., design) staff prepare TTC plans for the projects, and district Construction & Materials (i.e., inspectors) oversee deployment and operation of the measures in the field. Respective Central Office staff provide district staff with direction and guidance.
The Traffic Division develops and implements statewide TTC policy and procedures and provides direction and guidance to Central Office and district staff.
TTC policy/procedures for construction, internal operations, and permits/utility work varies slightly. The Project Development Manual, Standard Plans, Standard Specifications, and Special Provisions are the main sources used to design and administer TTC plans for construction projects. The Traffic Control for Field Operations manual and the MUTCD are the governing documents for TTCs in internal and permit/utility operations, respectively.
