Enforcement of contractor removal of traffic control devices when not in use

Virginia Work Area Protection Manual pg. 5 specifies that devices are to be removed at completion or suspension of work. The state has 1-2 inspectors in each of its 9 districts. They use a checklist to evaluate how well a work zone meets specifications. If a contractor does not comply, the evaluation would reflect this. An excessive number of poor evaluations could cause the contractor to be removed from the bid list or lose a permit to work on state rights of way. If devices were left out, inspectors would call the state police to remove them and would bill the contractor for the cost of police services. If signs were left out, DOT would call the contractor to remove them and would note this incident on the evaluation form.

Assessment:

Virginia has had good compliance from contractors and has not had to have devices removed.
