Flagger training and certification requirements

From Wisconsin Department of Transportation Standard Specifications:
“104.6.1.2.2 Flagging
(1) Ensure that when performing flagging work on the project flaggers are certified and wear a high visibility class 3 vest/pants ensemble that meets or exceeds ANSI/ISEA 107-2015 type R. Provide flagger certification documentation to the engineer before flagging. ”

From Wisconsin Department of Transportation Flagger Certification Requirement – 2020:
“Effective January 1, 2020, all flaggers working on Wisconsin State Highways are required to be certified.
… …
WisDOT has developed a Flagger ‘Train the Trainer’ Course in conjunction with the Local Transportation Assistance Program (LTAP) to teach a county/agency representative to learn flagging operations to properly train their co-workers/personnel.

Flaggers do not need to be certified through the WisDOT ‘Train the Trainer’ program. If any training the flagger attends meets the requirements identified in the Wisconsin Flagging Handbook, the flagger may become certified to meet the WisDOT requirements.
