Flagger training and certification requirements

From Idaho Transportation Department Department Memorandum RE: Flagger Training and Certification:
“As of April 1, 2021 only flaggers certified via in-person training are allowed to work on projects. However, flaggers certified through an ATSSA or Evergreen Safety Council online course prior to April 1, 2021 may continue to be allowed on projects under the following conditions:

1. Flaggers certified via online training prior to April 1, 2021 may continue to be allowed on projects until their certification expires or is renewed through an in-person recertification course.

  1.  This allowance applies only to online certifications from ATSSA and Evergreen Safety Council. Online flagger certification may not be accepted by other states through the Department’s reciprocity agreements. It’s the certificate holder’s responsibility to verify their status with each state.
  2. Recertification is the responsibility of the certification holder.”

From Idaho Transportation Department Flagger and Traffic Control Supervisor (TCS) Certification and Reciprocity Information:
“The Idaho Transportation Department (ITD) recognizes Flagger certification cards when taught using ITD approved courses by ITD approved instructors. Currently, ITD has approved the Flagger training courses from the Evergreen Safety Council (ESC) and ATSSA. The following institutions are approved by ITD to teach Flagger courses and provide certification:

ITD participates in a multi-state Flagger Reciprocity Agreement with the State Departments of Transportation (DOT’s) of Washington, Oregon, and Montana, and a separate Flagger Reciprocity agreement between ITD and the Utah DOT. Flagger certifications from courses approved by these state DOT’s allows flaggers certified in those states to cross state lines for employment and work in Idaho.”
