Lane closures in rainy weather

Hawaii DOT does not have a policy or guideline regarding opening lane closures if it rains. HDOT relies on a judgment call by the onsite State Construction Engineer. Hawaii is also probably unique in the amount and frequency of rainfall, and it would be highly impractical and costly if they mandated a stop work policy each and every time it rained.
