Idaho Transportation Department has a policy to minimize public disruptions and maximize public accommodation. They do this by having HQ Traffic review all traffic control plans for public accommodations and delays. ITD never closes more areas than are being worked in, try not to reduce speeds more than 10mph, never close a lane unless necessary, etc. Avoid work in peak traffic times.
