Individual responsible for the design of traffic control plans; Involvement of consultants and associated problems

Michigan DOT personnel, local agency personnel, and consultants are involved in the design of traffic control plans.   Staff with limited traffic control design experience do not always recognize or know how to properly design appropriate traffic control for a project, which can contribute to inspection and contractor expectation issues.
