Allowing work zone staging changes (making the changes of the work zone traffic control setup) at night on high-volume, urban freeways

In Nevada, depending on the location of the project, whether urban or rural, high speeds, high volumes, etc., the majority of work is done at night due to reduced traffic volumes. Changing the traffic control stages is part of the nightly work, thus making changes an integral part of the project. If the change to the traffic control is drastic, NDOT will often require changeable message boards to inform motorists of impending changes several days in advance, if this tactic does not hamper the contractor activities too harshly. Otherwise, the changes are made accordingly.
The need for caution based on the concern that motorists who are used to driving through a work zone for several days/months wake up one day to an entirely different traffic pattern is expressed to the contractor during preconstruction conferences and during daily/weekly traffic control meetings.
