Traffic management techniques (beyond the MUTCD) used to reduce delay in work zones
In New Hampshire, by evaluating a database of hourly traffic counts, a determination is made of when lane closures are prohibited. In certain cases where traffic information is unavailable, a statement is included in the Traffic Control Plan (TCP) document that requires the contractor to discontinue work that interferes with traffic when there are unacceptable backups (as determined by the engineer), or at times, an equivalent time delay is specified or length of backup. Certain facilities may require that the work be performed at night within specified work hours. Also do temporary widenings of roadways to maintain traffic flow.
