Lane closure restrictions

North Carolina establishes lane closure restrictions based on its assumption of work zone capacities, comparing hourly volumes to the work zone capacities below.
Work zone Capacity Ranges:
I. 2-lane, 2-way roadways
a. Rural (750 to 1000 vph)
b. Suburban (500 to 750 vph)
c. Urban (250 to 500 vph)
II. 4-lane, divided (control of access)
a. Urban (1300 to 1600 vph)
b. Rural (1200 to 1400 vph)
All other facility types are a hybrid of the above capacities.
