Salvaged and/or re-galvanized guardrail on construction projects

Oregon allows the use of salvaged guardrail to be reused on the same job it came off of.
Under what circumstances will the state agency authorize its use? – If it is still in good condition and constructed to current specifications.
How long has the state agency allowed the use of salvaged and/or re-galvanized guardrail? – Indefinitely if it meets the condition above .
How does the state agency verify and certify that the salvaged and/or re-galvanized guardrail meets state specifications? – If was used on prior project, it was certified at that time and they have the information.
How is salvaged and/or re-galvanized guardrail bid in a project? – The bidder must determine what can be reused before bid time. If the engineer disagrees after bid date, the contractor loses.
How is it documented that using salvaged and/or re-galvanized guardrail will result in significant savings? – The state is working on it.
