Pace vehicles or speed control vehicles to limit driver speeds through construction work zones

The California DOT (Caltrans) does not use pace vehicles or speed control vehicles to limit driver speeds through construction work zones. However, Caltrans does use California Highway Patrol (CHP) Pace Vehicles for short traffic breaks.
Caltrans has implemented the Construction Zone Enhanced Enforcement Program (COZEEP). The program is jointly operated between Caltrans and CHP to increase the safety of motorists and construction workers in state highway construction project zones. The CHP cars are parked within the construction zone with the lights on to provide for increased visibility and added worker and public safety. If required by the resident engineer, the CHP officer can assist with traffic control or enforcement. As an additional benefit, when drivers notice the CHP vehicles, they respond by lowering their speeds.
