Penalty for failing to promptly open lanes beyond the lane closure limit

Iowa assesses a charge to the contractor as a “damage.” The amount of the damage is derived from computing the damage to the public. Normally the damage to the public is out-of-distance travel or the cost of delays. As each closure has a different public damage, the amount that is assessed to the contractor for excess lane or roadway closure varies.
