Design and oversight of work zone operations

In South Carolina, work zone traffic control plans are designed and developed in the Traffic Engineering Office. Oversight in the field is conducted by the Resident Engineer’s staff.
Policy is set by the State Highway Engineer, sometimes based on input provided by various offices including the Traffic Engineering and Construction offices.
All contract work is held to highest degree of requirements that go beyond the minimum requirements of the MUTCD. All others follow the 2003 edition of the MUTCD.
