Time frame allowed for lane closure setup (e.g., 9:00am to 3:30pm)

In Tennessee, no activity that disrupts traffic can occur during the work hour restrictions. In other words, no lane closures, no partial blocking while setting up traffic control, etc.
The contractor can do activities such as preparing barrels on the side of the road in preparation to start shutting down, but no signing that would be confusing such as a lane closure sign without the actual lane closure. Those signs could be in place and covered or turned away from traffic as long as they are not visible. The idea is to not to have any disruptions at all during the restricted hours.
