Illinois defines closure and opening times for holiday weekend periods. When opening a roadway for a holiday weekend, all lanes must be open and unnecessary equipment removed from the lane and shoulder by 3pm.
On specific projects where capacity is identified as a problem during certain hours of the day, contract special provisions may restrict lane closures to certain hours of the day. Contractors are generally allowed to work in other areas of the right-of-way if their work does not affect the general flow of traffic. On some projects with severe traffic capacity or right-of-way restrictions, contracts have special provisions concerning delivery of materials and workers to and from the work site.
