Traffic control for volunteer litter pickup crews
Illinois DOT has an agreement with all of its Adopt-A-Highway groups. Workers are not to be on roadway pavement at anytime. Vehicles are to be parked in a predetermined parking area, which is spelled out in the agreement. Fold-down signs are placed at the beginning of each section. These signs say “KEEP ILLINOIS CLEAN” in the closed position, and “CLEAN UP CREW” in the open position. Crews are directed to open the sign before they start working and close it before they leave. IDOT provides vests to Adopt-A-Highway groups. IDOT does not use the Adopt-A-Highway program on freeways or interstates.
