Traffic management techniques (beyond the MUTCD) used to reduce accidents in work zones

Illinois DOT hires off-duty state troopers to patrol and issue tickets in highway work zones. This has been effective in reducing speeds in work zones. Also, fines for speeding in highway work zones are doubled. IDOT’s Flagger Certification Program has improved the quality of flagging operation.
