Design and oversight of work zone operations
In VDOT, design is performed by designers, with review and input from district Traffic Engineering sections. District construction inspectors oversee the implementation and maintenance of work zones.

Anyone working within the state right-of-way is required to follow the 2005 Virginia Work Area Protection manual, Virginia’s version of part VI of the MUTCD, which has higher standards for temporary traffic control. The state maintains all but two county roads, totaling nearly 57,000 miles. The remaining two counties abide by the MUTCD.
