Traffic management techniques (beyond the MUTCD) used to reduce delay in work zones

Wisconsin schedules the work and any lane closures to avoid peak traffic periods when feasible (e.g. avoid AM/PM peaks on commuter routes, avoid special events and weekends on routes with heavy tourist traffic). Some projects have split the construction to avoid heavy July and August tourist traffic.
Lane rental and cost-plus-time bidding have been tried on a few projects. Promotion of alternate routes on some projects is also an option. Use of changeable message signs, highway advisory radio, and other public information. Promote/enhance transit on congested urban area projects.
