Placement of G20-1 signs

Wyoming tries to place G20-1 signs in a location where no other signs will be in front of it. Occasionally a short-term operation may have signs such as the W20-1 in advance of the G20-1, but it is not standard policy to do this and it would not be done in a long-term situation.
