Arkansas House Bans Cell Phones in School, Work Zones

Abstract:

The Arkansas State Legislature recently approved a proposal to ban hand-held cell phones in school and work zones. The ban will not apply outside of school hours or in work zones where workers are not present. In addition, a violation would be a secondary offense, meaning drivers could only be cited if they were first pulled over for a primary offense such as speeding. Governor Mike Beebe is set to sign it into law. It would take effect on October 1, 2011.
