Construction and Materials Manual

The Wisconsin Department of Transportation has prepared this Construction and Materials Manual to assist department staff involved in the administration and inspection of construction projects. The primary goal of this manual is to establish uniformity in the application and enforcement of contract requirements by department personnel. In addition, as the audience of this manual also extends to non-department personnel, such as to contractors, consultants, and third-party agencies, a secondary goal is to communicate the department’s general policies, practices, and expectations, with the intent of encouraging greater cooperation between the department and its construction industry partners.
