Illinois Construction Manual

The Construction Manual is intended as a guide for field personnel.  The Manual has been compiled to clarify the Standard Specifications and to suggest uniform procedures in highway construction field work.  The Standard Specifications, Supplemental Specifications, plans, proposals, special provisions and supplementary documents are binding elements of the contract.  Nothing in this Manual impacts the contract documents unless noted otherwise in the previously mentioned binding contract elements).
