Huge Roadwork Delays Caused by Failure to Collect Signs

Abstract:

New data reveals significant disruption from utility roadworks in Norfolk, with companies overrunning projects by more than 1,300 days in 2024. Anglian Water received the most fines, often for failing to remove road signs after work was completed, leading to extended and unnecessary traffic delays. While councils issued over £680,000 in fines, less than half was paid due to reductions and legal limits on penalties. UK Power Networks faced the largest fine, later reduced after correcting a line-marking oversight. Norfolk County Council, responsible for managing over 44,000 roadwork permits last year, continues to impose fines and permit rejections to limit disruption, with higher penalties expected as new government rules take effect next year.
