Role of Legal Enforcement in Construction Work Zones for Urban Mobility

Abstract:

Roads and metros are the typical infrastructure requirements for any urban area. However, constructing infrastructure in densely populated urban regions faces significant challenges, with studies showing that urban construction projects in major cities can increase traffic delays, costing the economy billions. The under-construction infrastructure creates work zones for extended periods due to inadequate planning, leading to traffic congestion and safety hazards for workers and road commuters. Many research studies have proposed engineering solutions to tackle these issues, but only a few have highlighted enforcement strategies. Therefore, this study examines the role of legal enforcement in the construction work zone. The study adopted a comparative analysis approach using case studies and international benchmark practice reviews to assess the legal enforcement within construction work zones. The best practices from the USA and Singapore that establish an efficient framework for legal enforcement are analyzed and compared with the provisions for construction work zones in India. The study shows a legitimate need for coordination among law enforcement agencies, traffic management authorities, and construction contractors. It also suggests specific policies used in the legal enforcement framework, like compulsory traffic management plans, elevated penalties, compensation, and specialized work zone enforcement teams to improve the work zone paradigm. This study assists law enforcement agencies in improving work zone safety and reducing traffic congestion to enhance the quality of life of urban dwellers.
