Steeper Penalties Not Slowing Work Zone Speeders

Despite stiffer fines and thousands of additional speeding tickets, Texas motorists apparently have not altered their aggressive driving through highway work zones, transportation experts say. Texas had 109 fatal crashes in work zones during 1999, resulting in 132 deaths, by far the most of any state.
