Drivers speeding through work zones create a substantial risk of injury or death to flaggers and other construction crew workers within highway work zones. In 1994, a new law was enacted by the Legislature aimed at protecting highway workers. The two major provisions of the law are doubled fines for speeding in work zones and provisions for citing persons who drive negligently in work zones for endangerment of roadway workers.
