Traffic control for volunteer litter pickup crews
Arizona does not allow volunteer litter pickup crews in areas where traffic control is required. The state program provides training and certain supplies. Volunteer workers are required to wear vests and place trash bags on the outside of the shoulder of the road. The state has a sponsor-based program where the sponsor gets a logo sign for the section, and then the litter is picked up by a qualified contractor. The sponsor program is privatized so the state’s involvement is only for the location of the contractor-installed signs.
