Litter and debris removal procedure
Colorado developed litter and debris guidelines several years ago. As for removal on the side of the road, standard PPE is required, along with at least Shoulder Work Ahead signs. The litter is picked up, put into bags, and then collected by a regular trash compactor truck in the Denver Region’s maintenance yard. Other areas around the state use dump trucks. The state has a contract for the Corporate Sponsorship Adopt-A-Highway program that talks a little about scope and process. CDOT forces also handle litter and debris removal.
