Flagger training and certification requirements

From District of Columbia Department of Transportation Standard Specifications for Highways and Structures:
“FLAGGER CERTIFICATION – Flaggers shall be certified by the American Traffic Safety Services Association (ATSSA) or another agency approved by the Engineer and shall meet the requirements of the MUTCD.“
