Changing light bulbs on overhead signs

Michigan does not have any lights on overhead signs. Work performed on overhead signs requires that the lane be closed.
They require each employee working at a level 6 feet or more above a lower level to be protected from falling by either a guardrail system, safety net system, or personal fall arrest system.
