Allowing work zone staging changes (making the changes of the work zone traffic control setup) at night on high-v
North Carolina DOT allows changes to an already installed setup if deemed necessary for more efficient traffic operational compliance. Examples would be decreasing or increasing drum or cone spacing, additional pavement stripping or pavement markers, signing, or any additional traffic control devices.
The engineer in charge of the contract has the ultimate authority to require the contractor to remove a new setup entirely and return traffic to the existing pattern if immediate operational and safety problems result upon installation.
Both new installations and changes to existing installations create safety concerns for motorists and construction workers when performed under nighttime conditions where poor visibility and perception exist.
