Cell Phone Use in School and Construction Zones Should be Illegal, Lawmaker Says

House Bill 637, an Ohio legislation introduced this week, would ban cell phone use in school and construction zones and would make texting while driving a primary traffic offense. Ohio is one of five states that prohibit texting while driving as a secondary offense.
